School Governors

Please find below details on our school governing body and information about our experienced group of governors.

Governing Body:

Every school has a governing body consisting of a specific number of governors. Generally, governors fall within the following categories:

  • Parent Governors
  • Staff Governors
  • Authority Governors
  • Co-opted Governors
  • Foundation, Partnership and Sponsor Governors

The day to day management of the school is the responsibility of the headteacher. The Governing Body provides strategic management while supporting the work of the headteacher and school staff. The duties of the governing board are set out in the Governance Handbook.

Our governing body follows the three following core functions:

  1. Ensuring clarity of vision, ethos and strategic direction;
  2. Holding leaders to account for the educational performance of the school and its pupils, and the performance management of staff;
  3. Overseeing the financial performance of the school and making sure its money is well spent.


Key Tasks and Responsibilities:

Regarding pupils

  • Promote pupil attainment in all areas of the curriculum;
  • Promote improvements in pupil attainment;
  • Improve assessed pupil progress in English and mathematics;
  • Make effective use of pupil premium funding to close the attainment gap;
  • Meet the needs of pupils with special educational needs (SEN);
  • Promote the highest possible standards of pupil behaviour;
  • Ensure the provision of appropriate sex education;
  • Ensure the provision of extra-curricular activities.

Regarding leadership

  • Ensure that all necessary child protection procedures are in place;
  • Oversee pupil admission arrangements;
  • Oversee the implementation of a home-school agreement;
  • Oversee vigorous and effective teacher appraisal.

Regarding staff

  • Ensure pay arrangements for all staff are cost-effective and fair;
  • Provide the best possible staff, at all levels, throughout the school;
  • Conduct the headteacher’s performance management review.


  • Guarantee that all aspects of the school’s finances are properly managed;
  • Guarantee that all relevant health and safety procedures are implemented;
  • Provide and maintain the highest possible quality of buildings and facilities;
  • Oversee the implementation of fair and effective complaints and grievance procedures.


Lammack Community Primary School Governing Body has two regular committees – The Resources Committee and The Curriculum and Safety Committee.


Name: Mrs Helen Holden (Chair)

I joined the Governing Body at Lammack in 2010 as a Local Authority Governor and took up the post of Chair in 2013.

I am a Mum to two young children and work as an Apprenticeship Trainer.  Prior to this, I worked in IT Sales in the Education Sector.

I am also a Primary Governor representative on Blackburn with Darwen’s Schools Forum which meet several times across the school year to discuss the funding for schools.

Name: Ms Liz Woodruff

Elected Parent Governor in 2021.

I have a daughter at Lammack School who joined part way through Year 1 and throughout her time at the school I have wanted to take an active role in helping the school be the best it can be, so when an opportunity came up to become a Governor I didn’t hesitate to put myself forward.

I am employed as a Digital Project Manager at Blackburn with Darwen Borough Council within the Digital & Business Change Team, through the pandemic I was able to utilise my skills to work from home and support the homeschooling that was required and this is an area that greatly interests me and how the provision can be improved throughout the school.

I have a good relationship with the teachers and some of the parents at the school and am more than happy to help and support in any way I can.

Name: Mrs Farheen Mahamroot

Nominated Co-opted Governor by the Local Authority in March 2017 and appointed by the governing body.

I work for Blackburn with Darwen Borough Council as a Commissioning & Procurement Officer. My role includes working with colleagues in Education, Social Care and Youth Justice. I have experience working within the school environment in various roles including as a Foundation Stage Manager and Higher Level Teaching Assistant (HLTA) at Primary School Level and teaching Geography and P.E at Secondary School Level.
I have 2 boys that currently attend Lammack Primary.

Name: Mr Ashif Patel (Vice Chair)

Type of Governor: Community/Co-Opted

Nominated Parent Governor in March 2013 by the Local Authority and governing body – appointed community Governor since 2011.

I work at BAE Systems dealing with contracts.

Alongside the above role, I have had over 20 years of experience of working for Blackburn with Darwen Borough Council, Play and Recreation, dealing with children with varied abilities, ages and backgrounds, also dealt with children with challenging behaviour, liaising with parents, carers and other professionals.

I have served the local community for over 10 years as the League Secretary for the Blackburn Community League.

For over 20 years, I have been involved with Blackburn United Football Club as the Treasurer & Secretary and currently run the Multi Sports programme for 4-6 year olds.

Appointed to the Parent Shura Committee for Tauheedul Girls High School.  I am also the chair of Families and Community Enterprise (FACE).

Name: Mr Philip Blackmore

Appointed Co-opted Governor in May 2020 by the governing body and board.

I started working at Lammack in January 2019 as a PPA teacher and since then, have taught in every class from Reception right through to Year 6.

After qualifying as a teacher in Liverpool, I spent many years working with vulnerable children within the residential care system, for both NCH and Bolton Social Services. In the early 90’s, I developed my hobby of restoring ceramics and antique pottery into a full time business, which I still run today, albeit on a part time basis. In 2007 I returned to teaching within the primary setting and in my previous school, was a member of the Governing body for over ten years, eight if which were as Safeguarding Governor.

I have three grown up children, who live in York, Manchester and London, and two grandchildren aged 5 and 7. In my spare time, I enjoy martial arts and kickboxing and boxing in an attempt to keep fit!

Name: Mrs Bhawna Patel

Nominated Co-opted Governor in June 2014 by the Local Authority and appointed by the governing body.

Additional Information – Chair of Governors at St Michael and St John, Blackburn. Works as a Skills Development Officer at Adult and Community Learning, Blackburn.

I am employed by Blackburn with Darwen Borough Council within the Housing, Localities and Prevention Department. The aim of our adult learning provision is to improve work prospects and wellbeing. My role within this department, as the Skills Development Officer/Tutor, is to help develop a high standard community learning programme, that supports individual adults’ educational needs. I also work collaboratively with local organisations and local schools to ensure we support or engage with every adult in reaching their educational goals or their personal wellbeing.

Outside my full-time employment, I am the chair of Governors at Saint Michael with Saint John School, a Governor at Lammack Primary School and a member of the Governors Forum for Blackburn with Darwen.

Name:  Mr Haroon Sidat

Elected Parent Governor in September 2018.

I am a Research Associate at the Centre for the Study of Islam in Britain at Cardiff University. I have a background in Economics, Accounting, and Finance. I also specialised in Religious and Theological Studies. Aside from having a PGCE in Mathematics, I have been teaching and lecturing for a number of years. I also work as a consultant advising a number of governmental and private organisations on issues to do with integration and social cohesion.

Name: Mr Zaheed Patel

I have worked in the Banking sector for 14 years and I am now a Business Relationship Manager, helping small and medium businesses to grow and prosper. I have attained certain skills working in this sector which I use on an everyday basis, from having face-to-face meetings to utilising social media tools so I may help people.
I have lived in and around the local area all my life and currently, I am a local resident of the Lammack Area. I am a parent of three children who have all attended Lammack Primary, and who have thoroughly enjoyed their own experiences at Lammack. I am keen to take part in all aspects of school activities as I see it as a way of giving back to the school that has given my children and others alike so much!

Name: Mrs Nafisa Adam

I am mum to 2 boys who attend Lammack School and I have lived in Blackburn all my life. I work at Daisyfield Primary School where I am a Level 2 Teaching Assistant. I like to help out in the community where I can and I am a registered NHS volunteer responder where I have been helping out in the local community during the pandemic. I also volunteer my time to help keep Blackburn tidy and spend my weekends picking up litter to make our town look better. I get my family involved with this and have seen the impact it has had on my children for them to understand the importance of looking after our town and our environment.

I previously worked in customer services and have worked in the education sector for the last 5 years. I thoroughly enjoy working with younger children and seeing them grow academically. I feel I have an important role in the way our children learn especially in these difficult times due to the pandemic. Recently, all our lives have changed and because of this a lot of parents were out of their comfort zones with online teaching. I, along with other members of staff, were able to help parents virtually to ensure their children were not missing out on vital education.

I have a good relationship with local parents and teachers and have always participated in events held by Lammack Primary School. It is a joy to see the school going above and beyond to ensure the children enjoy coming into school and love to learn. I see the development in my own children and can see how they are becoming more confident day by day. I am always willing to go the extra mile and I am always available for support to parents outside of school hours.

 Name: Mr Ismail Foolat

Elected Parent Governor in June 2021.

I am currently employed by the Department of Education as head of HR Policy and Employee Relations. I am also a qualified solicitor and have previously specialised in Employment Law, predominantly representing businesses and Family Law including dealing with all aspects from divorce, Children Act proceedings through to childcare proceedings.

Aside from my work-related interest in education, I come from a family of teachers with my sister and, sister-in-law being teachers and my mother being a deputy headteacher with both of my parents having been governors and chairs previously.

My above roles have allowed me to develop skills and knowledge to assist organisations to flourish, adapt and change to meet emerging and future needs as well as being able to work collaboratively with large groups of stakeholders, ensuring to put the needs of our children first.

With my own daughter now starting her formal educational journey, I look forward to being able to assist all children and staff at Lammack achieve their full potential.

Name: Mrs Paula Duckworth

Appointed Staff Governor in June 2014 by the governing body and board.

I have worked at Lammack Community Primary School for 17 years.  I started as a class teacher after moving from the Wirral and then became assistant headteacher after two years. My subject specialism is Music and English and I can play a number of brass instruments. I have taught a range of year groups in both Key Stage 1 and Key Stage 2 and worked as Literacy Co-ordinator for 10 years.

I became Acting Head Teacher in 2014 and substantive Head Teacher in June 2016. I thoroughly enjoy the role, and the day to day challenges being head of a large primary school brings.

I now have two boys of my own and spend much of my time bike riding, walking and keeping up with them!



Name: Mrs Nosheen Majid

Type of Governor: Observer  (Deputy Head Teacher)

I have worked at Lammack Community Primary School for just over 20 years.  I joined Lammack as a Newly Qualified Teacher and I loved the school so much that I have ended up spending most of my teaching career at Lammack!  During my time at Lammack, I have taught across KS1 and KS2.  I  have also had various roles and responsibilities, including leading Literacy across the school, taking on the role of Literacy Lead for the Local Authority, developing EAL provision at Lammack and promoting parental partnerships.  As well as fulfilling the role of Deputy Head Teacher, I am also the SENCO – ensuring the needs of children with Special Needs are fully met by the school. I am passionate about promoting inclusion for all children, community cohesion and developing strong links with parents.

During my spare time, I enjoy spending time with family and keeping my twins busy.  I enjoy walking and exploring new routes.  I also enjoy reading and helping to plan community events.


 Name: Mrs Sarah O’Kane

I have worked at Lammack for many years, starting my career as a newly qualified teacher in Year 1. I have since taught all the infant year groups and recently took on the role of EYFS leader and KS1 Assistant Headteacher. I have a real passion for learning and love nothing more than helping people to reach their full potential in everything they do.

When I am not at school, I enjoy walking in the countryside with my family and my little dog, Izzy. I am a full-time working Mum and I love spending time with my little girl at the weekends and holidays. We both share a love of animals and the outdoors.


Name: Ms Helen Greenwood

Type of Governor: Co-Opted (Assistant Head Teacher)

Appointed Co-opted Governor in November 2019 by the governing body and board.

I have worked at Lammack Primary School since September 2007.  Initially, I was appointed as Leader of Learning for Upper Key Stage 2.  In February 2015, I became Acting Assistant Head Teacher for Key Stage 2 and this appointment was made permanent in October 2017.

Out of school, I enjoy reading (my favourite novel is Wuthering Heights by Emily Bronte) and spending time visiting my grown-up children, who live in Leeds and Sheffield.  I have always had cats and I am currently owned by 2 cats: Tilly and Heathcliff!
